Answers to questions raised by the County Commissioners

How much land do we need for a High School?

The standards we have set for minimum acreage for each type of school are:

Elementary - 25 acres
Middle - 50 acres
High School -70 acres

These standards were developed in 1994 in conjunction with the Cabarrus County
parks and Recreation Department and the County Commissioners under the
"Schools and Parks" concept.

While these standards are what we shoot for in evaluating a site, they are not always
attainable. The usable acreage of the site is the key. We must accommodate the
building, parking, and playing fields appropriate to the grade level of the school and
an area to be developed for use by the parks and recreation department.

North Carolina State Board of Education (DP/) uses a "Minimum Standard"as set
by The Council of Educational Facility Planners. This standard indicates K-5 at 20
acres for a 1,000 student school; 7-9 at 32 acres and 9-12 at 46 acres. The acreage
listed is usable acres for school purposes only. This acreage does not include
stadiums, tracks, spectator parking etc. It al~o does not include the land necessary
for Zoning set backs, buffers, road right of ways, wetlands, or bus parking.

I believe that the standards as set jointly by the County Commissioners and the
Board of Education offer the best solution to all of the people in our community.

2. What are the construction costs?

While construction costs can not factually be determined until after the project is
bid, I have listed below an opinion of costs.

BUILDING CONSTRUCTION COSTS (252,461 S.F @ $96.25/SF)
OUTDOOR ATHLETICS STADIUM (ALLOWANCE)
OUTDOOR FIELD HOUSE (ALLOWANCE)
ALTERNATES
TOTAL ANTICIPATED CONSTRUCTION COST

$24,300,000.00
800,000.00
400,000.00
1,200,000.00
$26,700,000.00

PROJECT CONTINGENCY

200,000.00

TOPOGRAPHICAL LSURVEY ($500.00/ACRE)
PHASE I ENVIRONMENTAL ANALYSIS
SUBSURFACE INVESTIGATION
FIELD QUALITY CONTROIa TESTING
A/E FEE (FEE IS NOT COMPUTED ON CONTINGENCY)
REIMBURSABLE EXPENSE ALLOWANCE
FURNISHINGS & EQUIPMENT

30,000.00
2,500.00
5,000.00
40,000.00
1,468,500.00
45,000.00
1,475,000.00

TOTAL PROJECT DEVELOPMENT COST $29,966.000.00
