Page two.

Topsoil? What will we be left with?

The topsoil in all areas that will be disturbed during construction will be stockpiled
on site in a designated area. This soil will then be used on the playing fields and
areas to be grassed. While the soils on this site have not yet been tested, it appears
to be a better quality soil than we have had in the past, since it has been farmland.
At this time the amount of topsoil is estimated at approximately 50,000 yards.

How close is it to the landfill?

The landfill is 1,500 feet from the high school site. Those we have consulted have
indicated that this would not present any significant problems. You will note that
there are several developments immediately adjacent to the landfill, and have been
there for several years. To my knowledge, the landfill is properly run and there
have been no significant complaints.

Acquisition of other site - is it needed for a new middle school as well?

The main site is the Alired Pharr property, which is 47.5 acres. As noted in question
number 1, our minimum standard for a high school site is 70 acres. There are two
parcels adjoining the Allred Pharr property. One is 84.23 acres and one is 25.8
acres. When it became apparent that funds for a new middle school would not be
forthcoming in the near future, the Board of Education decided to pursue the high
school property only. When the budget for the high school was established in late
June, it was apparent that we would not be able to construct the high school and
purchase the larger parcel. As a result of this, the Board of Education decided to
pursue the smaller parcel as this met acreage requirements and fit within our
budget.

Shortly after this, BFI became involved in the process and ~ffered a plan in which
they could obtain soils to be used for covering the landfill and which would also
benefit the school system by reducing the overall costs of the property and site
grading. It would alno save time needed for any condemnation as well as the legal
costs involved. We will receive a pre-graded site ready to begin construction. The
minimum savings to the school system will be $500,000 versus obtaining the site and
doing our own grading package.

The proposal we are asking you to approve would give us a 73.3 acre high school
site. This acreage is in line with our current site requirements. The benefit to us is
that we would receive a pre-graded site and could begin construction sooner. It will
also save us a minimum of $500,000.00 versus us obtaining the site and doing our
own grading. Not to mention the amount of time it would take us to proceed on the
condemnation.
