BOARD OF COMMISSIONERS <br />Monday, March 15, 1999 <br /> <br /> Only: <br />Approved: <br /> <br /> Denied: <br /> Yablc& <br /> <br />generated by this proposed development, unless the Board decides Mr. <br />Kale's offer is adequate enough to advance school capacity. <br /> <br />This recommendation is based on the fact the school system cannot <br />adequately handle the additional students at this time. <br /> <br />PZC Action: <br /> <br />On Thursday, February 18, 1999, the Cabarrus County Planning and Zoning <br />Commission VOTED TO DENY the preliminary plat for Stallings Glen - <br />Phase IV subdivision for the following reasons: <br /> 1. The proposed development does not meet the adequate public <br /> facilities provision of the Cabarrus County Subdivision Ordinance <br /> (Section 66-81). Specifically, the Cabarrus County School District <br /> does not have adequate facilities at this time to serve the estimated <br /> number of students who would be generated by the proposed <br /> development; and <br /> 2. According to Section 66-76 (Al) of the Subdivision Ordinance, no <br /> lots may directly access a road classified as a major thoroughfare. <br /> These roads must be served by an internal road system or marginal <br /> street access. Rocky River Road is classified as a major <br /> thoroughfare in the Metropolitan Planning Organization's <br /> Cabarrus-Soztth Rowan Urban Area Transportation Plan (1997). <br /> At the time of the PZC meeting, lots 11 and 12 were shown having <br /> direct access to Rocky River Road. Since then, this issue has been <br /> addressed by the developer providing access to these lots off of <br /> Quail Hollow Drive Extension. <br /> <br /> Page 4 of 4 <br />Stallings Glen -..
