Staff would recommend that Quail Hollow Drive Extension, May Drive, <br /> and Bass Court be combined into one street with an offshoot cul-de-sac <br /> to provide access to lots 1-29. This redesign would eliminate one (1) <br /> access point to Rocky River Road. Quail Hollow Drive Extension <br /> would need to remain aligned with Quail Hollow Drive. <br />2. Lots 21-26 have either the total amount or portions of their buildable <br /> area in the floodplain. According to the Flood Damage Prevention <br /> Ordinance Article 5, Section B, all material used as fill within the <br /> floodway fringe must be derived from adjacent floodway fringe on the <br /> same deeded parcel as the area being filled. The net result of borrow <br /> and fill within the floodway fringe area shall constitute no net loss to the <br /> flood storage capacity of the floodway fringe. A professional engineer <br /> must certify that no net loss of storage will occur as a result of the fill <br /> activity. <br /> <br />Christopher Properties is appealing the decision of the Planning and Zoning <br />Commission and has submitted this preliminary plat for approval by the <br />Cabarrus County Board of Commissioners. <br /> <br />The subdivision is residential in nature. It consists of 29 proposed lots. <br />Each lot will have access to water provided by Mid South Water Co., <br />wholesale wastewater service provided by WSACC, and retail wastewater <br />service provided by the City of Concord. <br /> <br />At build-out, this subdivision may add approximately 17 (29 lots x .6) <br />children to the Cabarrus County school system. Please see Exhibits 2 and 3 <br />for information pertaining to the addition of children to the school system. <br /> <br />There are other subdivisions in the Rocky River/J.N. Fries/Central Cabarrus <br />school district, which already have preliminary plat approval, and must be <br />taken into consideration (See Exhibit 4) when reviewing remaining school <br />capacity. <br /> <br />The applicant has expressed interest in working with the Board of <br />Commissioners to reach an agreement to help advance school capacity. <br /> <br />The recommendation of planning staff is that the preliminary plat for <br />Stallings Glen - Phase IV subdivision be DENIED until such time that <br />school facilities are adequate to serve the expected number of students <br /> <br /> Page 3 of 4 <br />Stallings Glen ...
