Memo

From:

CC:

Date:

Re:

Board of Commissioners

Jonathan B. Marshall, Planning Services

Frank Clifton, County Manager

Fletcher Hartsell, County Attomey

03/09/99

Request for County Line Adjustment

Westbrook Highland Creek LLC, the developer of the Highland Creek subdivision, is requesting that the
county line between Cabarrus and Mecklenburg be partially realigned. The attached maps show the
affected areas and include the acreage proposed to be exchanged. The proposal is that 37.1 acres be
transferred to Mecklenburg, and 21.08 acres transferred to Cabarrus.

The purpose of the proposed exchange is to so that individual components of the master development
be completely contained within one county orthe other. As it stands, the golf course is partially split by
the county line, and the line would split parts of some housing areas. With the proposed realignment of
the county line, each village would be completely within that county from which it is accessed.

The action they are requesting from the Board of Commissioners is an affirmative recommendation.
The General Assembly would need to approve a bill detailing this exchange for it to be completed. It is
my understanding that a first draft of that bill has been completed, although it will need to be amended
to include the addition of the 11.36 acre parcel.

Mr. Robert Bradshaw, Jr. with Robinson Bradshaw & Hinson P.A. will be representing Westbrook
Highland Creek in this matter at the Board of Commissioners meeting.

· Page 1
