166 <br /> <br /> WHEREAS, this committee has as one of its primary goals to recruit the <br /> motorsports industry to locate in the Cabarrus region; and <br /> WHEREAS, Roush Racing is one of the premier organizations in all of <br /> NASCAR and desires to establish its corporate headquarters in Cabarrus County <br /> with an investment in excess of $69 million, which would include needed <br /> office complex facilities; and <br /> WHEREAS, Roush Racing is constructing a first quality facility that <br /> will further enhance the U. S. 29 corridor as the primary artery for <br /> corporate headquarters development and provide economic growth and job <br /> opportunities for future generations; and <br /> WHEREAS, the Cabarrus Regional Chamber of Commerce strongly supports <br /> maintaining all current incentive programs for Cabarrus County and <br /> municipalities within the county; <br /> NOW THEREFORE BE IT RESOLVED, that the Cabarrus Regional Chamber of <br /> Commerce strongly supports the construction of Roush Racing in Cabarrus <br /> County and the City of Concord and encourages the use of the current <br /> incentive program established by the Cabarrus Economic Development <br /> Corporation and approved by Cabarrus County and the municipalities within <br /> Cabarrus County for this special project; and <br /> BE IT FURTHER RESOLVED that the Cabarrus Regional Chamber of Commerce <br /> pledges its full support in working with and assisting any governmental or <br /> economic development agency to ensure that Roush Racing constructs this <br /> planned racing corporate headquarters in Cabarrus County. <br /> Adopted this _12 day of March 1999. <br /> <br /> / Gavle W. Dayvault <br /> Chairman of the Board Chief Executive Officer President <br /> <br /> Mr~ Richard Jones of 4692 Pascal Court, Concord (Sheffield Manor <br />Subdivision) stated noise from the complex would adversely affect area <br /> schools and suggested the possibility that the schools would need to be <br /> soundproofed. Also, Mr. Jones expressed concerns about the possible decrease <br /> of property values in the area. <br /> <br /> Mr. Brian Brattiz of 1390 Lloyd Place, Concord (Sheffield Manor <br />Subdivision) said the proposed test track would negatively impact the sale of <br />homes in the community. He cited a recent incident in which a prospective <br />homebuyer decided to look elsewhere after learning about the proposed <br />project. <br /> <br /> Mr. Donald Post of 4177 Wrangler Drive, Harrisburg (Carolando <br />Subdivision) stated opposition to incentives for Roush or any industries that <br />would have a negative impact on the community. He stated the project as <br />presented was not in the best interest of area residents and would adversely <br />affect the quality of life in the area. Mr. Post specifically objected to <br />the proposed shakedown track and the noise it would create. <br /> <br /> Mr. Rueben Mingo, speaking on behalf of the Holly Grove Primitive <br />Baptist Church located on Highway 29 adjacent to the Roush property, <br />expressed concern about the impact that the noise from the track would have <br />on services at the church both on Sunday and on Wednesday night. <br /> <br /> There was no one else to address the Board, and Chairman Barnhart <br />closed the public hearing at 8:00 p.m. <br /> <br /> There was brief discussion about the County's industrial incentive <br />program and the proposed Roush project. Commissioner Privette compared tax <br />rates of Iredell County and Cabarrus County and stated Iredell County did not <br />give incentives to attract racing teams to that county. Me also questioned <br />the granting of any incentives with the current overcrowded school conditions <br />and justification of incentives for a museum and office buildings. Chairman <br />Barnhart commented on the out-migration versus the in-migration of workers <br />and the continuing efforts by the County to balance residential and <br />industrial uses within the county. He disagreed with the comparison of <br />Cabarrus County and Iredell County, stating the Iredell tax rate is 45 cents <br />while Cabarrus spends 46 cents of its current rate on schools. Also, he <br />pointed out that the sales tax revenue is much higher in Iredell County. <br />Further, Chairman Barnhart explained the County's industrial development <br />incentive program, including the payment of taxes by the company and <br />calculation of the incentive grants paid by the County. <br /> <br /> Commissioner Carpenter asked the Roush officials to respond to <br />questions regarding the number of jobs proposed at the new complex and the <br />sound and time factors concerning the proposed test track. <br /> <br /> <br />
