167 <br /> <br /> Although the public hearing had been closed, Mr. Hartsell advised that <br />company officials could respond to Commissioner Carpenter's questions. <br /> <br /> Mr. John Cameron stated the proposed contract with Roush specifies that <br />the shakedown track would not be used on Sundays, mornings or at night. He <br />stated that a sound engineer did testing on the site on two occasions and <br />tried to duplicate the noise that would be created at the proposed complex. <br />According to Mr. Cameron, the tested noise level was below the sound of a <br />lawnmower. <br /> <br /> Mr. Jeff Smith explained that Roush expects to employ 300 persons at <br />the new facility with 240 coming from other Roush locations. He estimated a <br />net gain of approximately 60 new employees and stated there would also be <br />additional jobs with the other race teams to be housed in the complex. <br /> <br /> Commissioner Carpenter asked if those persons present would object to <br />the Roush project if incentives were not a factor. They indicated they would <br />still oppose the proposed project. <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Casper and <br />unanimously carried, the Board deferred consideration of the economic <br />incentive grant for Roush Corporation until the City of Concord takes action <br />concerning the Roush project. <br /> <br /> Mr. Hartsell advised that appropriate public notice would be required <br />if the Board decides to hold another public hearing concerning the Roush <br />project. <br /> <br />OLD BUSINESS <br /> <br />Road Name Chan~e (Petition 99-02) - Unnamed Road ~o Buckeye Ranch Road - <br />Public H~arinq - 7:00 P.M. <br /> <br /> Mr. Marshall reported that staff had again notified property owners <br />concerning tke proposed naming of an Unnamed Road to Buckeye Ranch Road. <br />Also, the notice of the public hearing was published in THE INDEPENDENT <br />TRIBUNE on March 4 and 11, 1999. <br /> <br /> At 8:35 p.m.~ Chairman Barnhart opened the public hearing concerning <br />the naming of an Unnamed Road as Buckeye Ranch Road (Petition 99-02) and <br />asked if anyone wished to speak either for or against the proposed road name. <br />There was no one present to address the Board, and Chairman Barnhart closed <br />the public hearing. <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Privette <br />and unanimously carried, the Board approved the naming of an Unnamed Road to <br />Buckeye Ranch Road (Petition 99-02). <br /> <br />NEW SUSI~SS <br /> <br />Stallinos Glen Subdivision APPeal -- Mr. Jonathan Marshall <br /> <br /> Mr. Jonathan Marshall, Planning Services Director, reported that the <br />Cabarrus County Planning and Zoning Commission had denied approval of the <br />preliminary plat for Stallings Glen - Phase IV on February 18, 1999. The <br />denial was based on the fact that the Cabarrus County School District does <br />not have adequate facilities at this time to serve the estimated number of <br />students who would be generated by the proposed development. According to <br />Mr. Marshall, the developer had addressed other concerns regarding direct <br />access from several lots to Rocky River Road. Further, he advised that the <br />developer had expressed an interest in entering into an agreement similar to <br />those agreements with other developers to provide $500.00 per lot to address <br />school facility needs. <br /> <br /> Mr. Tom Kale, Developer of Stallings Glen - Phase IV, confirmed his <br />interest in working with the County to develop such an agreement concerning <br />the payment of $500.00 per lot for school facility needs. <br /> <br /> Commissioner Privette expressed concerns about flooding on Stallings <br />Road, the damage to homes in the area and the safety of vehicles and school <br />buses traveligg the road. <br /> <br /> Mr. Marshall advised that the proposed Phase IV of the Stallings Glen <br />subdivision does not access off Stallings Road.
