Phillips <br />Chairman, Cabarrus Health Alliance Board <br /> <br />Subject: Health Planning Resolution <br /> <br />Date: March 29, 1999 <br /> <br />On March 9, 1999, the Rowan County Board of Health agreed to support a joint planning initiative <br />for Cabarrus and Rowan Counties. Representatives from our two counties will participate in <br />preparing an application to the Robert Wood Johnson Foundation. The Foundation has established a <br />new $16.8 million initiative called "Communities in Charge". It is designed to help communities <br />like ours who are interested in improving access to care for Iow-income, uninsured individuals by <br />rethinking how we organize and finance our local health care delivery. <br /> <br />We want to be selected as one of the twenty communities to be awarded one-year funding. During <br />that time, we will examine the magnitude of our uninsured problem, develop a strong community- <br />wide consortium, review potential solutions, and begin to design our delivery and financing system. <br /> <br />The successful completion of this first-year planning initiative will help insure three-year funding to <br />implement a new delivery system for the uninsured, low-income residents of Cabarrus and Rowan <br />Counties. <br /> <br />Hundreds of communities like ours will apply for this support and only twenty will be selected. We <br />can be one of the twenty communities only by working together and receiving support from our state <br />and local governments and within our local communities. Our two counties have an exciting <br />opportunity to find a common solution to the common problem that many of our residents'share. <br />Therefore, on behalf of the Cabarrus Health Alliance Board, I seek your support by h~aving the <br />County Commissioners adopt the enclosed resolution. <br /> <br />The Cabarrus Health Alliance is providing leadership by preparing the application to the Robert <br />Wood Johnson Foundation. They will receive the funds and work with the community-wide <br />consortium to coordinate this very significant health initiative for our two counties. <br /> <br />I would be delighted to talk with you about this window of opportunity that we have; to benefit the <br />medically under-served residents of Cabarrus and Rowan Counties.
