RESOLUTION NO. 1999- <br /> <br />NORTH CAROLINA <br /> <br />CABARRUS COUNTY <br /> <br /> WHEREAS, the number of Americans without health insurance has grown from 31 <br />million to 41 million during the last ten years; and <br /> <br /> WHEREAS, more than one million North Carolinians are uninsured; and <br /> <br /> WHEREAS, more than 40,000 residents of Cabarrus and Rowan Counties are uninsured; <br /> <br />and <br /> <br />and <br /> <br />WHEREAS, eight out of 10 of the uninsured are full-time workers or their dependents; <br /> <br /> WHEREAS, one in five uninsured children has no regular source of care and is 30 <br />percent more likely to fall behind on well-child care; and <br /> <br /> WHEREAS, uninsured adults are four times more likely to say they have not received <br />medical care they believe to be necessary; and <br /> <br /> WHEREAS, the Robert Wood Johnson Foundation has established a new $16.8 million <br />initiative called "Communities in Charge", which is designed to help communities like Cabarrus <br />and Rowan Counties rethink how we organize and finance our local care delivery to our <br />uninsured, low-income families; and <br /> <br /> WHEREAS, there is a strong desire within Cabarrus and Rowan Counties to find a <br />common solution to the common problem that many of our residents share; and <br /> <br /> WHEREAS, the solution to planning and implementing a new delivery system for the <br />uninsured requires close cooperation within and between the two counties; <br /> <br /> <br />
