Memorandum
Page 2
February 25, 1999

(Action
Item)

(3)

(4)

(5)

(6)

A variety of noted administrative provisions were to be included and
Board members gave their written thoughts.

The County Manager was to attempt to assimilate those various inputs, draft
changes, circulate the changes among interested parties, and schedule
appropriate legislative consideration by the County Commission.

From the closed session with the City of Concord on February 18th, the County
Manager, City Manager and EDC President were to pursue formalization of the
development proposal as discussed.

Board members reviewed the Adequate Public Facilities Ordinance (current),
proposed changes inclusive of the Unified Development Ordinance now in
development and heard from Mr. Ed Hill, Chairman of the County's Planning
Commission. Generally, unless otherwise directed by the Board, it is assumed
that the County will (a) maintain the current ordinance; (b) continue the process
of developing the Unified Development Ordinance; (c) attempt to coordinate
municipal involvement in refining the "APF"; and (d) bring the complete
product to the Board for approval and implementation.

Jonathan Marshall will coordinate these efforts.

Blair Bennett provided the Board with an overview of the County financial
status. Items presented included:

Review of Assessed Valuations
Revenue Sources and Comparisons
Fund Balance Review and Policy
Debt Policies and Balances
Per Capita Analysis and Comparisons
Revaluation Impacts
(a) Projected Tax Rate
(b) Sales Tax Distribution Formula

On Saturday, February 20th, the Board voted (5-0) to grant an extension to the
closing date on the sale of the Lake Concord properties until July 30, 1999. In
exchange, the developer agreed to provide (assuming a failure to close) all
environmental and survey information assimilated during the land investigation
process and surrender of the existing deposit funds.
