Memorandum <br />Page 2 <br />February 25, 1999 <br /> <br />(Action <br />Item) <br /> <br />(3) <br /> <br />(4) <br /> <br />(5) <br /> <br />(6) <br /> <br />A variety of noted administrative provisions were to be included and <br />Board members gave their written thoughts. <br /> <br />The County Manager was to attempt to assimilate those various inputs, draft <br />changes, circulate the changes among interested parties, and schedule <br />appropriate legislative consideration by the County Commission. <br /> <br />From the closed session with the City of Concord on February 18th, the County <br />Manager, City Manager and EDC President were to pursue formalization of the <br />development proposal as discussed. <br /> <br />Board members reviewed the Adequate Public Facilities Ordinance (current), <br />proposed changes inclusive of the Unified Development Ordinance now in <br />development and heard from Mr. Ed Hill, Chairman of the County's Planning <br />Commission. Generally, unless otherwise directed by the Board, it is assumed <br />that the County will (a) maintain the current ordinance; (b) continue the process <br />of developing the Unified Development Ordinance; (c) attempt to coordinate <br />municipal involvement in refining the "APF"; and (d) bring the complete <br />product to the Board for approval and implementation. <br /> <br />Jonathan Marshall will coordinate these efforts. <br /> <br />Blair Bennett provided the Board with an overview of the County financial <br />status. Items presented included: <br /> <br />Review of Assessed Valuations <br />Revenue Sources and Comparisons <br />Fund Balance Review and Policy <br />Debt Policies and Balances <br />Per Capita Analysis and Comparisons <br />Revaluation Impacts <br />(a) Projected Tax Rate <br />(b) Sales Tax Distribution Formula <br /> <br />On Saturday, February 20th, the Board voted (5-0) to grant an extension to the <br />closing date on the sale of the Lake Concord properties until July 30, 1999. In <br />exchange, the developer agreed to provide (assuming a failure to close) all <br />environmental and survey information assimilated during the land investigation <br />process and surrender of the existing deposit funds. <br /> <br /> <br />
