The CHA is doing well and on <br />projection as to its progress in the transition from a public health department to <br />a public-private, non-profit corporation. <br /> <br />The concept of per capita funding was discussed and will be used as the basis <br />for future budgeting. <br /> <br />Home Health functions (the Cabarrus County Home Health Agency) will be <br />transferred entirely to the CHA with provisions: <br /> <br />(a) The asset (value) of the system cannot be transferred to a third party <br /> (sold) without approval of the County Commission. <br />(b) If the asset is sold, the resources gained shall be used to the benefit of <br /> community health within Cabarrus County. <br /> <br />Formal action (and requirements thereof) will be pursued by staff and presented <br />to the County Commission for "official" action. (A variety of options were <br />discussed, and opinions shared.) <br /> <br />Various County projects were reviewed briefly as noted: <br />· The parking lot at Corban/Church will be pursued as previously noted. <br />· A parking garage project in conjunction with the City will continue to be <br /> studied. <br />· The FY 2000 budget proposal will pursue architectural services to <br /> evaluate jail space needs and planning options. <br />· Courthouse office space options will be pursued. <br />· Park/Recreation projects will be pursued and budgeted as Board <br /> approval provides. <br />· The vehicle maintenance project wilt be brought to the Board'soon. Bids <br /> are being sought. <br /> <br />The Board instructed staffto proceed with the application process for the Tax <br />Administrator's position. It will remain as currently structured. The Board <br />prefers a certified candidate, but will consider other qualified applicants. Don <br />Moorhead will coordinate the selection process. <br /> <br /> <br />
