Memorandum Page 3 February 25, 1999 (Action Item) (Action ItenO (Action Item) (7) (8) (9) The Board heard status reports on the Cabarrus Health Alliance and the Cabarrus County Home Health Agency. The CHA is doing well and on projection as to its progress in the transition from a public health department to a public-private, non-profit corporation. The concept of per capita funding was discussed and will be used as the basis for future budgeting. Home Health functions (the Cabarrus County Home Health Agency) will be transferred entirely to the CHA with provisions: (a) The asset (value) of the system cannot be transferred to a third party (sold) without approval of the County Commission. (b) If the asset is sold, the resources gained shall be used to the benefit of community health within Cabarrus County. Formal action (and requirements thereof) will be pursued by staff and presented to the County Commission for "official" action. (A variety of options were discussed, and opinions shared.) Various County projects were reviewed briefly as noted: · The parking lot at Corban/Church will be pursued as previously noted. · A parking garage project in conjunction with the City will continue to be studied. · The FY 2000 budget proposal will pursue architectural services to evaluate jail space needs and planning options. · Courthouse office space options will be pursued. · Park/Recreation projects will be pursued and budgeted as Board approval provides. · The vehicle maintenance project wilt be brought to the Board'soon. Bids are being sought. The Board instructed staffto proceed with the application process for the Tax Administrator's position. It will remain as currently structured. The Board prefers a certified candidate, but will consider other qualified applicants. Don Moorhead will coordinate the selection process.
