Page 3 <br /> <br />PROGRAM SUMMARY <br /> <br />Statement of the Problem: <br /> Information received from the NC Division of Youth Services and Cabarrus <br />County Office of Juvenile Justice for 1998 indicates that there were 604 delinquency <br />complaints issued, up from 447 in 1997. From these complaints, 317 juveniles were <br />adjudicated delinquent. In calendar year 1998, 33 juveniles were placed in secure <br />detention and 10 placed in training school. Without any intervention, many of these <br />youth are likely to reoffend While secure detention and training schools are options for <br />placement, residential treatment at Uwharrie Homes, Inc. has been identified as a <br />viable and successful alternative. <br /> <br />Program Goal: (Purpose of the Program) <br /> Uwharrie Homes, Inc. exists to provide residential treatment services (up to 1 <br />year) to adolescent males, in a structured and consistent family-type atmosphere. As a <br />treatment facility, we strive to improve school attendance to every day as well as <br />improve school performance to at least a "C" average. Tutoring is provided regularly by <br />Resident Counselors and others. These goals are monitored daily through school <br />behavior point sheets and communication with school officials. Periodic report cards <br />also reflect progress in this area Reduction of antisocial, delinquent, and inappropriate <br />behaviors at school and home are also client goals. These are identified individually <br />with each client and are listed and agreed upon with the client's participation. An <br />increase in positive behaviors is monitored by Resident Counselors and evidenced by <br />daily progress notes, notes from school and home visits, and no new court referrals. An <br />improvement in social and communication skilts is also sought. Daily school notes, <br />positive home visits, and interpersonal relationships at the group home offer evidence of <br />the progress toward this goal. We also hope to achieve improved family relations by <br />offering training in positive parenting, supervision, and in using appropriate <br />consequences. Ultimately, it is the goal of Uwharrie Homes to enable the client and <br />family to function productively and learn to communicate positively. Further, it is our <br />goal for the client to increase his respect for authority, himself, and others, and to <br />become a positive, contributing part of society. <br /> <br />Target Population: <br /> Adolescent males ages 10 - 17 who have been adjudicated <br />delinquent/undisciplined, are at a high risk of delinquency, or identified as emotionally <br />disturbed. Priority areas of service are Cabarrus, Union, Stanly, and Rowan Counties. <br /> <br /> <br />
