EXHIBIT B <br /> <br />ORDINANCE FOR A CAPITAL RECOVERY FEE (CRF) <br /> <br /> %24EREAS, the Board of Directors (Board) of the Water and Sewer Authority of <br />Cabarrus County (WSACC) adopted a Resolution of Intent to Establish and Implement a Capital <br />Recovery Fee (CRF) on December 17, 1998; and <br /> <br /> WHEREAS, the Board of WSACC is of the opirtion and declares that the growth within <br />Cabarrus County (County) must pay its share of present and future needs for capacity in the <br />Rocky River Regional Wastewater Plant (RRRWWTP) and interceptor lines; and <br /> <br /> WHEREAS, it is the responsibility of the Board to ensure the citizens of the County that <br />there is sufficient capacity available in the RRRWWTP and interceptor lines. <br /> <br /> IT IS HEREBY ORDAINED by the Board of Directors <br />Authority of Cabarrus County: <br /> <br />Section I. Methodology Used in Development of CRF's <br /> <br />of the Water and Sewer <br /> <br /> The cost for additional capacity to serve new customers is estimated to be $4.4619 per <br />gallons per day ("gpd") of average flows. The average flow per equivalent dwelling unit <br />("EDU") is assumed to be 250 gpd based upon estimates used for planning and designing new <br />facilities. Therefore, the fee per EDU is calculated to be $1,115. All residential, single family <br />customers will be charged a fee based on a single EDU. All residential single-family dwellings <br />are assumed to have a 5/8 inch water meter, which will serve as the starting point for calculating <br />fees for larger meters based on the ratio of the capacity of larger meters compared to a 5/8" <br />meter. <br /> <br />Section II. Fee Schedule <br /> <br />The CRF schedule for non-residential customers for FY 2000, is as shown below: <br /> <br />Meter Size CRF <br />5/8" $1,115 <br />1" 2,787 <br />1.5" 5,575 <br />2" 8,920 <br />3" 17,840 <br />4" 27,875 <br />6" 55,750 <br /> <br />Section III. Commercial and [ndustr/al Customers <br /> <br /> WSACC retains the option of perforating an engineering analysis of projected <br />wastewater flows for any commercial or industrial customers with water meters 3 inches in <br />diameter or greater. If such a study is conducted, WSACC has the option of assessing the CRF <br />based on meter size or projected wastewater flows. Fees based on projected flows will be <br /> <br /> <br />
