calculated by multiplying the gallons per day of flows times the cost of capacity per gpd <br />($4.4619 per gpd). <br /> <br />Section IV. Apartments <br /> <br /> For apartment residences, a separate CILF will be calculated based upon an analysis of <br />average flows per apartment unit compared to the 250 gpd used for an EDU. This charge will be <br />applied to new apartments based on the number of units identified on the building permit, <br />regardless of the meter size used to service a particular building or complex. Until this analysis <br />is complete, an estimate of 175 gpd (70% of an EDU) will be used for each apartment unit, <br />generating a fee of $780 per apartment unit. <br /> <br />Section V. Effective Date of Assessment of CRF and Septic System Policy <br /> <br /> All CRF's will be assessed at the time a Building Pemfit is issued and will be collected <br />by the Cabarms County Building Inspectors Office as part of the Building Permit process. <br />Building Permits will not be issued unless assessed CRF's have been paid in full. CRF's will be <br />assessed for all new customers that receive Building Permits effective July 1, 1999, that are <br />connected to a wastewater collection system. The CRF will not apply to any structures built <br />before July 1, 1999, and will not apply to structures built effective July 1, 1999, which have an <br />individual septic tank nitrification system. Any structure built after the effective date, which is <br />connected to an individual septic tank nitrification system and in the future obtains a Plumbing <br />Permit to connect to a wastewater collection system, will be required to pay the CRF at the time <br />the Plumbing Permit is obtained. <br /> <br />Section VII. Utilization of CRF's and CRF Ordinance <br /> <br /> The Finance Director shall administer the assessment of CRF's and shall ensure that the <br />Board is provided sufficient financial information to allow the setting of appropriate financial <br />policies. The Finance Director shall establish and maintain records, which are in agreement with <br />the Budget, the CRF Ordinance and the appropriate statutes of North Carolina. <br /> <br />Section VIII.
