(D) Mater/als and supplies purchased with funds received as a result of this agreement shall be accounted for separately from all other materials and supplies obtained from any other source. Materials and suppties on hand from prior HARRP programs may be purchased at-cost, with funds received through this agreement. Ali such purchases shall be accounted for by the Subgrantee in inventory records maintained to account for funds expended under this agreement. Section 7: Audit &nd Insuecdon. The Subcontractor shall oermit, and shall require its subcontractors in writing as part of any subcontract agreement, to permit the Subgrantee, the Comptroller General of the United States and the Department of Health and Human Services, or their authorized representative to audit and/or inspect all work, rrt~terials, payrolls, and other data and records with regard to this contract and to audit the books, records, and accounts of the Subgrantee pertaining to this contract. Section 8: Contract _Chan.qes. Any proposed changes in this contract shall be in writing, submitted to and approved and executed by the Grantee before performance of any work involved in the proposed change. Section 9: This agreement is subject to and incorporates the attached Parts II and Ill, as if written word for word herein. Section 10: The continued performance of this contract by the Grantee is dependent upon the availability of funds for this purpose. Should funds for this purpose cease to be available, this contract shall automatically terminate. Section 11: Honesty and Fidelity Bonds. The Subcontractor shall maintain throughout the duration of this Contract a Honesty and Fidelity bond that protects the program against theft, damages, or other abuses that may occur while this contract is in force. Such Honesty and Fidelity bonds should be at least 15% of the total funds awarded under this Contract. The Subgrantee recommends that the Subcontractor also maintain liability insurance to protect against personal injury and property damage sustained during HARRP activities. Section 12: Residential Ener.q¥ Conservation Assistance Proqram Manaqer is designated as "Contract Administrator" with the responsibilities of monitoring the activities of the Subcontractor with respect to its implementation of the' program in accordance with the provisions outlined in parts I, I1 and III, and in certifying that work has been performed before invoices are paid. Section 13: The Subcontractor certifies that neither the organization nor any of its princiCals is presently debarred, suspended, proposed for debarment, declared ineligible, or voluntarily e×cluded from participating in this Agreement by any Federal department or agency. Section 14: The Subcontractor certifies that it will comply with prohibitions and requirements fcr disclosure and certification related to lobbying on recipients of Federal contracts, grants, ccoperalive agreements, and loans as contained in the Federal Register 10CFR 601.
