FRANK CLIFFTON, COUNTY NL~AGER GREG WALTERS, FIRE NtARSHAL~ CONTRACT WITH KANNAPOLIS FOR FIRE PROTECTION 06/16/99 MIKE DOWNS Please place the attachment on the agenda for the June Commissioner meeting. This is in regards to the annexation that the City of ~"Kannapolis has exercised and will be effective June 30. The City of Kannapolis has annexed in their "Area I" a major portion of the Winecoff Fire District (80%), and is in the process of completing a merger agreement with Winecoff Volunteer Fire Department. The Winecoff Fire Department will cease being an individual fire department effective June 30, 1999. However, partials will not be included in the annexation, but will remain the established \Vinecoff Fire District. ]'he Ci~ of Kannapolis has agreed to provide fire and first responder services within the non-incorporated areas of the Winecoff District. Kannapolis agrees to provide these services through a contract with Cabarrus County, for the same tax rate as established by Winecoff Fke Department (31/2 cents per $100 valuation). Infonnadon obtained from the Cabarrus County Tax Collector indicated that the remaining property value is esttmated at $19,529,660.00 thus creating approximately $ 6,835.00 in revenue. In the packet, maps are attached to indicate (highlighted areas) the areas not included with the annexation. I have studied these areas dosely and recommend City of Kannapolis as the primary fire department responsible for fire protection. Property owners will be able to use the benefit of the insurance rating (ISO) for Kannapolis. Therefore, I ask that the Board of Commissioners to grant the contract with the City of Kannapolis, to provide fire protection services within the remaining "Winecoff Fire District". Thank you.
