ATTACHMENT "A" <br /> <br />Members in good standing with the Winecoff Volunteer Fire Department (WFD) at the time of the <br />merger shall be offered membership in the Kannapolis Fire Department (KFD). W.F.D. members who <br />do not meet the current K.F.D. physical agility standards will become members having fireground <br />activities limited to vehicle operation, pump operation and other duties as may be assigned on an <br />incident scene. Special member membership will be subject to compliance with other requirements <br />such as their level of participation in responding to calls, training, and meetings. <br /> <br />Junior Firefighter members of the W.F.D. in good standing at the time of the merger will become <br />members of the K.F.D. and remain as Junior Firefighters. Upon reaching the age of 18 and completing <br />high school, the Junior Firefighters will then become regular frrefighters so long as they comply with <br />the requirements of membership required of other fu'efighters. <br /> <br />All members receiving compensation in the amount of $600 or greater will receive an IRS Form 1099. <br /> <br />Physical ability testing is used as a tool to assess fire department applicants' physical abilities and to <br />acquaint them with the type of activity they might expect to he asked to perform on an incident scene. <br />K.F.D. personnel who were members prior to the institution of the physical ability testing, though not <br />required to complete the test, are required to attempt the test for their own benefit. W.F.D. members <br />would be encouraged to attempt the same. The physical ability test does not have a time requirement <br />attached to it. <br /> <br />It is the intent that the apparatus and equipment owned by the W.F.D. at the time of the merger will <br />remain assigned to the Winecoff station for a period of not less than five years from the time of a <br />merger. It is not the intent of the current K.F.D. administration to reassign the equipment to another <br />station even after the five years. <br /> <br />Minor maintenance of K.F.D. apparatus is performed by K.F.D. personnel as allowed. Other <br />maintenance is performed by appropriate private repair facilities. Routine preventive maintenance is <br />performed by private contractors, usually at the KF.D. <br /> <br />The size of the Board of Trustees of the Local Relied Fund is established by General Statute and could <br />not be expanded. The fire department does appoint two members to the Board and, consequently, <br />could appoint a representative from the Winecoff community, at the discretion of the members of the <br />depa,xment. The current K.F.D. administration would encourage and strive to accomplish this at the <br />next Board election in January 2000. <br /> <br />The current W.F.D. has expressed a desire to continue to assist Odell Fire Department on a mutual aid <br />basis. It would not be the intent of the K.F.D. administration to discontinue that arrangement. To the <br />contrary, it is to the benefit of all parties for the mutual aid arrangements to continue as they are now <br />established. A merger would not preclude any mutual aid assignments, but would continue them as <br />per the City of Kannapolis contract with Cabarrus County. <br /> <br />First alarm mutual aid response with the City of Concord would continue from the Winecoff Station as <br />per the request of the W.F.D. The first alarm response area would, ho~vever, be reduced from the <br />current area and would include 1-85, Country Club Drive and other parts of the former Parkwood <br />Sanitary District. It would not include the Carolina Mall and NorthEast Medical Center except on a <br />mutual aid assignment for second alarm. <br /> <br /> <br />
