10. While it is the practice of the fire depa~ment to respond as quickly as possible to all calls, it is also <br /> recognized that timely response also includes the readiness of fire fighting personnel. It would be <br /> practical, therefore, to make provisions for maximum readiness of fire fighting crews after the merger <br /> and the utilization of paid drivers at the Winecoff fire station. These provisions would include <br /> permitting drivers to wait a reasonable amount of time to allow the firefighters living near the station <br /> the opportunity to man the apparatus before responding. Past response of the W.F.D. has indicated that <br /> the apparatus will be able to leave the station, with little delay, in most instances with a full crew that <br /> would be ready to initiate fire fighting operations immediately upon arrival at the incident. This is <br /> especially true for evening and night time response. <br /> <br />11. The current K.F.D. administration has no plans to remove the siren and tower from the Winecoff <br /> station property. It would be the intent that the siren and tower remain as long as the station is in use at <br /> that location. <br /> <br />12. The current Winecoff station would be utilized for as long as possible. K.F.D. administration <br /> anticipates replacement to a location within the Karmapolis City limits, but the timetable for <br /> replacement has not been established. Relocation of the station is not likely for at least 7 to 10 years. <br /> <br />13. Upon completion of a merger, the City of Kannapolis would staff the current Winecoff station with <br /> paid drivers. Currently, the paid drivers are allowed to come to K.F.D. Station 1 for meals, training <br /> and delivery of supplies and materials. This practice would have to be modified after the merger to <br /> ensure staffing of the Winecoff station. This would be done by utilizing staff members, other than <br /> drivers, for routine delivery and pickup of supplies and materials and by rotating personnel during <br /> training to maintain a driver at the Winecoffstation. When the driver at the Winecoffstation is out on <br /> what is expected to be a lengthy incident, move-up assignments will be done from other stations inside <br /> and outside the city to assure coverage. <br /> <br />14. Volunteers that begin service with the Kannapolis Fire Department will have the opportunity to <br /> complete the minimum retirement requirements as long as they maintain the requirements of <br /> membership. <br /> <br />15. The North Carolina Firemens' Pension Fund contributions are paid by the City for each member of the <br /> fund. <br /> <br />16. For purposes of the Supplemental Retirement (funded through the Local Relief Fund), members of the <br /> W.F.D. will be able to count their time with Winecoff toward their retirement through the <br /> Supplemental Retirement. <br /> <br />17. Members of the W.F.D. will not be required to stay in the K.F.D. for any specified length of time <br /> following the merger before retiring, if the minimum requirement of 20 years of active service has <br /> been met. <br /> <br /> <br />
