i

May 6, 1999

Mr. Robert N. Pressley, P.E.
Senior Project Manager
Gannett Fleming Corddry and Carpenter, Inc.
30l South McDowell Street, Suite 914
Charlotte, NC 28204

Dear Mr. Pressley:

I am not aware of any action on your part to respond to my previous correspondence
dated March 2, 1999 (copy attached). It was thought a reminder might be in order.

It is understood that the elected leadership in both the Cities of Concord and Kannapolis
have had the benefit of a thorough presentation of your work efforts related' to the
"Cabarrus/S. Roxvan Transit Feasibility Study" Gannett, Fleming, Corddry and
Carpenter, Inc. were contracted to provide.

Referring back to your correspondence of February 25, 1999 (copy attached), it would
seem that the three questions you proposed will never be answered if the'County
Commission is not given the benefit of the presentation of your firm's work effort, as
well as, the oppommity to offer their input.

While County staff has participated in most of your meetings where these issues have
been discussed, there still has been no overview by the County Commission.
Transportation issues should be addressed regionally and thoroughly. That can not
happen without mutual and equitable input.

Thus far, I am disappointed with the lack of responsiveness and thoroughness your efforts
have provided. Hopefully, the end product will reflect more positive results.

Office of the County Manager
