Pressley, PE
Senior Project Manager
Gannett Fleming Corddry and Carpenter, Inc.
Suite 91.4
301 South McDowell Street
Charlotte, North Carolina 28204

RE: Cabarrus / S. Rowan Transit Feasibility Study

Dear Mr. Pressley:

Again, thank you for including me on the mailing list for status reports regarding the on-goine
Transit Feasibility Study. As outlined herein, I will attempt to respond to your February 25~
correspondence.

Again, I am sorry that you are unable to schedule a personal meeting to discuss these
issues.

The Board of County Commissioners' next regular scheduled meeting will be March t5'~.
If you desire to make a presentation at that meeting, we will need to be notified by noon,
Wednesday, March l0th. Any materials that you might want the County Commissioners
to have in advance of the presentation should be received at that time.

3. Comments regarding Reports 1, 2 and 3.

Report No. 1 appears to assume a need for fixed-route transit, a local willingness
to subsidize transit operations and more importantly ridership demand. The report
is void of any review of existing service levels, operating costs or ridership
review. There appears to be an assumption that a fixed route operation is a
solution without alternatives.

Report No. 2 (the Survey) did not reach a major population segment now using
existing publicly subsidized services (Social Service consw' a, ers) as thoroughly as
possible. The County now budgets $300,000 annually in trmsportation assistance
funding for contracted van service/taxis just for Social Sereice clients.

Ninety-nine (99) percent of survey respondents had acces· !o transportation
(Question #2).

Office of the County Manager
