Robert'l~. Pressley, PE
Page 2
January 25, 1999

(C) ~ransit:

(l)

Assuming a true need can be correctly identified and not inflated to create a
sense of ridership that does not exist, some form of transportation services are
justified. I believe those services can take on numerous forms.

(a) expansion of the existing County van service;
(b) subsidization of private cartier service of a direct nature
(cabs, taxis and shuttle services);
(c) limited subsidization of larger scale private carriers;
(d) and, as a last resort, larger scale fixed route operations (if financially
feasible).

(2)

Connections between larger employers with fixed locations could be
pursued--but, demographics, geographical limitations and other personal
factors will impact upon committed fidership.

(3) Distances between pickup points and ultimate destinations may handicap the
potentially largest ridership base (routes to Charlotte).

(4) Funding formulas wilt be very difficult to establish and will require long-te,m
commitments to subsidization.

(D) Alternatives:

(1) As previously stated, I feel little effort has been applied to consideration off

(a) expansion of existing van service;
(b) subsidization of existing local services (taxis, cabs, shuttle services).

(2) Consideration to the establishment of transportation coordination should be
pursued.

Ms. Diane Davidson with the Transportation Management Association Group,
Franklin, TN (615) 790-4005, TMAGroup~,_,isdn.net could provide real life
background on how an urbanizing area can shift through transportation
alternatives.

Van pooling, transportation coordination, work to home options and transit are
all functions that TMAG has worked through. Williamson County, Tennessee
is a suburb of Nashville, not unlike Cabarrus County and Charlotte.
