Mr. Robe~ N. Pressley
Page 3
January25,1999

(3)

We should not get trapped into the pursuit of transportation grant funding that
has us chasing solutions that "sound good," just because of the higher levels
of matching grant funds.

If we create a system, there is a percentage of the population that will use it.
However, if the system cannot operate on a sound financial basis, then those
that have come to depend on the system will suffer from future decisions to
raise ridership fees, reductions in trip frequencies, changes in routes or
elimination of the service.

Finally, as Cabarrus becomes a workforce destination, our focus may shift to "how we get people
here" rather than "how we get people to and from Charlotte." I support the concept of
transportation systems that meet a need in a timely, useful and cost effective manner.

Hopefully, th. is response is of help.

FWC/sb

CC:

Board of Commissioners
Don Moorhead
Jonathan Marshall
Mike Byrd
Mike Murphy
