Rowan Transit Feasibility Study

Dear Mr. Clifton:

As you know, Gannett Fleming is under contract to the Cabarrus / S. Rowan Metropolitan
Planning Organization to conduct a transit feasibility study for the urbanized area. Our contract
is being administered by the City of Concord and is being substantially funded by the North
Carolina Depmiment of Transportation.

The purpose of this letter is to update you on the progress of the study and to seek any additional
input to the study that you may wish to provide. I have attached, for your information, the
following items:

4.

Report Number One;
Employee Survey Form;
Copies of summary minutes from inteiw, ews with Concord City Manager Brian
Hiatt and Kannapolis City Manager David Hales; and,
A copy of my December, 1998 Monthly Report on project status.

The survey fo,n has been distributed to City employees for both Concord and Kannapolis and
the major employers in the area. Also, Mike Murphy and Mike Byrd of your staffare using a
modified survey form to interviewing clients of the Depa~hnents of Social Services and Aging. It
would be very, helpful to us if you would have the survev distributed to Cabarrus County
employees. If you elect to do so, they can be returned tc Sarah Labelle with the City of Concord
or we will be glad to pick them up.

I would appreciate very much having your input to the ':-xdy and especially your perception
concerning the need for some form of additional pub~' t..-'ansportation service in the area. It
would also be very helpful to us know of any issues or concerns that the County Commissioners
may have.

A Tradition of Excel"n., 'ince 1915
