Gonnett Fleming

Ms. Sarah LaBelle
Page 2
December 31, 1995

On December i 6, I met with Kannapolis City Manager David Hales to discuss the
study. Mr. Hales was presented a copy of Report Number One as well as the
survey form. Mr. Hales indicated that Kannapolis was certainly interested in the
results of the study and would also be assessing the productivity of the
Charlotte/Concord commuter bus service that is to be implemented in February.
He further committed to distribute the survey form to all Kannapolis City
employees and volunteered to have it distributed to local churches. Mr. Hales
further stated that Kannapolis would certainly consider funding it's fair share of
any recommended service but would not necessarily want to be involved in daily
operations. We also discussed a presentation to the Kannapolis Council in either
February or March of 1999.

Based upon the data that we have in hand at this time, we are beginning to develop
preliminary routing, schedules and costs ['or a start-up system that would serve
Concord and Kannapolis and would connect to the Charlotte/Concord Commuter
service near the Northeast Medical Center complex. The results of the survey
information will play a very critical role in determining the recommendation for
service as well as routing schemes and service type. We will be prepared to present
this work at the February Steering Committee meeting.

l~fike Byrd is arranging for a meeting to brief the Cabarrus County Manager on the
study and to receive the Manager's input. This meeting should occur early in
January.

ACTION ITEMS

· We will continue to develop potential service options as described above.

- Meetings as described above with other interested parties should occur in January.

The results of the survey are critical to the development of draft recommendations.
Both you and I need to monitor this effort very closely to make sure that the forms
are returned in a timely fashion. We will need to have the majority of'responses in
hand by the middle of January in order to be prepared for the Steering Committee
meeting and the Council presentations.

In addition to the presentation of the survey results, the other significant item on
the February Steering Committee agenda should be the public input process. We
will need to develop our recommendations prior to the meeting.
