Rowan Transit Feasibility Study <br /> GF Project #: 35680.100 <br /> <br />A meeting was held on December 16, 1998 at 9:00 a.m. in the Kannapolis Municipal Offices <br />between David Hales, City Manager and Bob Pressley to discuss the referenced project. The <br />purpose of the meeting was to brief the City Manager on the status of the project and to assess <br />the level of support for service within the City. Mr. Pressley also presented and reviewed the <br />contents of Report Number 1 with Mr. Hales as well as the survey forms that have been prepared <br />to assess the need for service in the community. Mr. Hales responses to discussion and issues <br />raised are as follows: <br /> <br />The Kannapolis City Council will want to see a clearly established need for service <br />prior to committing local funds. <br /> <br />Kannapolis officials would like time to see how the Charlotte/Concord Commuter <br />service performs before having to make a decision concerning local service. Mr. <br />Hales was advised that the projected timetable for implementing senrice is luly of <br />2000. <br /> <br />City would expect to see an annual report on operations as well as an annual <br />review and re-commitment of funding. <br /> <br />Would require periodic assurance that the City is only paying for its portion of <br />service. <br /> <br />Kannapolis would not necessarily want to be in charge of service and operations <br />but could support operations by another unit of local government. <br /> <br />Kannapolis would expect to enter into an Interlocal Agreement that would contain <br />all necessary assurances. <br /> <br /> <br />
