This will <br />more effectively meet the level of needs and more easily access the neighborhoods that <br />will probably yield a majority of the initial system riders. <br /> <br />There should Ice a two-year minimum commitment bv funding participants (public and <br />private sector). It takes that long to convince people that it is a real transit service and <br />that they can depend on its being around for them. Also, it will provide an opportunity <br />to fine-tune and modify the routes to attract as many riders as possible. <br /> <br />Operational support should be sought from NCDOT for the near and longer-terms. <br />Remaining costs should be divided among the municipalities served by the routes <br />according to a prorated fommla. This formula can be based on vehicle miles or hours <br />or some combination of those or other indicators. <br /> <br />Private sector funding should be sought to reduce the local share commitment. One <br />opportunity may be the Concord Mills Mall to meet their need for employees that is <br />projected to number in the thousands. <br /> <br />Only a nominal fare sh991d I?e char~,ed to encnnra~e ridershio. A fare of $ 0.50 is <br />appropriate and well below the goim, rate of about $ 1.25 or more throughout the <br />c_ountl~. <br /> <br />An oversight board of local elected officials should be appointed from the participating <br />municipalities. The responsibilites of the board would include establishment of <br />operational policies for the system, establish fares, review and modify route structures, <br />review system performance, approve equipment purchases and report, at least annually, <br />on the health of the system to all funding agencies. <br /> <br />As part of its plan to expand transit service throughout Mecklenburg County and <br />ultimately to the region, the City of Charlotte will be requesting proposals from <br />consulting firms to prepare a Phase 1 Environmental Impact Statement for the <br />University Corridor. The University Corridor is comprised of NC 49, US 29 and 1-85 <br />extending from downtown Charlotte to northeast Mecklenburg County. Given the <br />tremendous development proposed at the 1-85 / Speedway Blvd. / Concord Mills Blvd. <br />interchange, it would be prudent for Concord and Charlotte to discuss the possibility of <br />extending portions of the study to the Mills area. <br /> <br />Serviq:~: should be imolemented as soon as funding is in olace, hut no later than Inly <br />2000. <br /> <br /> <br />
