Chapter 1 <br /> <br />Agency & System Goals <br />Operating Comparisons <br /> <br />Public transit has the opportunity to serve many trips in a community and connect the <br />community with its neighbors. It can also provide essential services and mobility for those <br />who don't have travel choices. Further, particularly in growing communities, it can provide a <br />focus for development that can support desired growth and growth patterns while allowing the <br />community to retain its character and residents to enjoy the quality of life to which they have <br />been accustomed. <br /> <br />All of the l>ositives and advantaee~ from nrovidine oublic transit do reouire a financiql <br />c~ommitme, nt on behalf of the community because the serviceS will not pa), for themselves out <br />of the farebox. Thus, it is important to explore the possible service options and levels of <br />investment Co6th public and private sector) required to provide those services. <br /> <br />This report provides a context within which we can discuss goals and objectives for proposed <br />transit services and levels of initial and operating investments that could be expected for those <br />services. When a direction is determined, specific services will be proposed to meet those <br />goals and will include transit route and level of service recommendations, equipment <br />requirements and potential funding scenarios to provide those services. <br /> <br />Goals & Objectives <br /> <br />The planning of a transportation system must be guided by a broad based goal and set of <br />objectives just as any business venture. The establishment of the goals and objectives is an <br />important part of the planning process since these guide the implementation strategy and <br />measurement of success. The goals and objectives of the public transit sector of the <br />transportation element in any community do not exist in a vacuum. These policy directions are <br />themselves guided by overall community goals and objectives. In Cabarrus and South Rowan <br />counties, there are a multiplicity of community plans that have goals and objectives that help <br />shape the scope of a local transit program. In the following sections, the goals and objectives <br />of the future transit program will be portrayed in the context of the general guidelines given by <br />the municipalities. <br /> <br />1.
