There is an implied link <br />between the level and spread of development, and the ability of the local street system to <br />accommodate the growth. <br /> <br />Providing and maintaining mobility for area residents is the objective of virtually every <br />development plan. Few specifics are provided with respect to how this will be accomplished <br />or what measures of success should be used to judge the adequacy of the response. Similarly, <br />there are few references to the link between land use and transportation or the land use tools <br />that may be used to promote .more efficient transport facilities. <br /> <br />It is sufficient to say that in the context of the municipalities within the Cabarrus-South Rowan <br />study area, the provision of adequate mobility options for residents is a common objective of <br />the local jurisdictions. <br /> <br />2. Transit Agency Goal <br /> <br />The MPO, in recognition of the changing needs of the local population within the region, <br />initiated the Transit Study. Without a local transit agency to take a lead role, the MPO has <br />functioned in that capacity. _Fo__r the purposes of defining a goal for a transit system~ the, <br />assu,mption will be that the direct responsibilit}, for transit is handed off to a yet to be <br />determined agency,. This will eliminate any potential confusion between the goals of the MPO <br />~d those of a new transit organization. <br /> <br />With this distraction in mind and in the context of the guidance from municipal agencies in the <br />study area, the following goal statement has been drafted. This statement reflects the origins <br />of the current Transit Study and the comments of the Steering Committee. <br /> <br />To provide a comprehensive mobility system throughout the region that services the <br />current and future needs of area residents that cannot or do not wish to use an <br />automobile for their trip. <br /> <br />Such a mobility system must be available to the general public, it must serve many <br />destinations, it must be broadly based in terms of support, and it must have sufficient use that <br />it is not a financial burden on the region. These factors clarify the goal statement and set <br />priorities in terms of implementation of a transit system. Generally, the objectives that follow <br />will repeat these descriptions and aid in focusing efforts to define the system that best suits the <br />region. <br /> <br />3.
