center that is currently under construction. W~,:le service to the mall by this route would
emphasize employee service, it would, of cour::~, provide access for customers as well.

Social Service Trips

A Central Circulator route could connect many of the social service agencies and providers,
some through transfer to one of the other route:;. It would start at the YMCA/Library/Senior
Center, proceed past Cannon Village and thro~gh Kannapolis on NC 136 to the Cabarrus
County Human Services office on US-29. It would then proceed south on US-29 to the
Medical Center and turn onto NC 73 to the Senior Center. Then it would backtrack through
town on Corban Ave. and proceed to the Wal-mart/Kmart terminus.

Medical Trips

All but one of the potential routes serves the M_edical Center and two of the other routes serve
other health-related destinations. A separate: rote focusing on medical trips did not appear to
offer advantages for the initial set of routes to oe implemented.

Shopping Trips

As with medical trips, there axe shopping venues on every route. There does not appear to be
a significant concentration that could be served by a specialized route that would not overlap
the other, multipurpose routes. It could be that the potential routes would, in effect become
specialized depending on the time of day. In the AM and PM peak periods, work trips would
probably dominate while during the midday, shopping and medical appointments might
predominate.

Operating Scenarios/Levels of Service

The above route descriptions provide a basic network of services that could be implemented
singly or together. It will be important that the potential users perceive the initial services as
'real'. Committing to provide services for a minimum of two years should give people the
desired perception of permanence to attract :~eir business. This is not to say that the routes
and services should not be modified during: at two-year period. Rather, this period will
allow a comprehensive ridership survey to ~._~e place and respond to additional demands that
will probably arise.

As a general rule of thumb, routes need to [-.- shorter than one hour in duration and run at least
every hour, if not 45 minutes (these are ca! headways). The route lengths and initial one-
way travel times are estimated to be:

· North Route 13 miles ' '~ minutes
· Middle Route 10 miles minutes

Gannett Fleming
ENGINEERS AND PLANNER~
