Exhibit F <br /> <br />Resolution No. 1999 - 08 <br /> <br />A RESOLUTION REQUESTING LEGISLATION TO CHANGE THE <br />RATIO OF SALES TAX DISTRIBUTION IN THE STATE OF <br />NORTH CAROLINA <br /> <br /> ~,VHEREAS, the Cabarrus County Board of Commissioners is charged with the responsibility under North <br /> Carotma General Statutes with providing public school facilities; and <br /> <br /> WHEREAS, Cabarms County is experiencing growth in both citizen and school population and has a need for <br /> more new school construction; and <br /> <br /> WHEREAS, the state of North Carolina is experiencing txemendous growth in revenues from all sources; and <br /> <br /> WHEREAS, the good citizens of Cabarrus County overwhelmingly defeated an attempt to raise the sales taxes <br /> an additional 1% to 7% and the highest in North Carolina to pay for school consmactinn needs. <br /> Thereby corurtrmmg that working families and senior citizens cannot afford more new taxes; and <br /> <br /> WHEREAS, the overwhelming majority of citizens in Cabarrus County do not support a resolution endorsing <br /> legislation to "reduce debt for public school facilities" by increasing sales taxes above all others in <br /> North Carolina; and <br /> <br /> THEREFORE, BE IT RESOLVED by the Cabarrus County Commissioners that the Legislature be <br /> requested to enact legislation that would: <br /> <br /> Reallocate the current 6% sales taxes to a system called "Sales Tax 3-2-1." This would be <br /> allocated as follows: <br /> <br /> 3% to the state for the purposes deemed appropriate by our elected legislature, <br /> 2% to the counties and cities on the same basis that the current 2% is allocated, <br /> 1% to counties dedicated to the construction of new public school buildings. <br /> <br /> BE IT FURTHER RESOLVED that a copy of this resolution be sent to ail county and city governments <br />in North Carolina. <br /> <br /> Adopted this 15a' day &March, 1999. <br /> <br />J~ft~rey ET.
