<br />What is the supplemental school tax and how does it work?
<br />
<br /> In addition to the general levy of property taxes for public purposes, counties
<br />may raise revenues for education with a supplemental school property tax. It is
<br />basically a tax against property owners limited to a maximum assessment of .50 per
<br />$100 property value. Jurisdictions exceeding 100,000 in population are authorized up
<br />to .60 per $100 valuation.

<br /> Authorized by Chapter 115(2, Article 36 of the General Statutes, the
<br />supplemental school tax and its rate must be approved by referendum which
<br />additionally specifies whether the tax procc-ccls are to be used to supplement school
<br />current expense, capital expenditures, or both. Referenda may be held upon
<br />petitions by either the local school board or 25% of the qualified voters within the
<br />school district. After an approving referendum, the Board of Education, when
<br />submitting its annual budget to the County, may request the supplemental tax but
<br />not in excess of the what the voters have approved. The County Board of
<br />Commissioners is then authorized to approve or disapprove the request and levy the
<br />tax. Referenda are also used to consider increases in the supplemental tax rate.
