approved Average Cost Waiver from the Grantee, the mininlum unit requirement shall be <br />adjusted accordingly. <br /> <br /> Section 6: Tentative Allocations. All weatherization grant funds allocated within the <br />State of North Carolina are tentative and are based on the Subgrantee's ability to implement <br />the Weatherization Program in accordance with prescribed guidelines as set forth by the <br />Grantee. This shall include: (1) the execution of weatherization activities in a sound, <br />economical, and efficient manner to the satisfaction of the grantee as determined by <br />monitoring and evaluation visits by the grantee, or its representatives; (2) the operator's <br />ability to secure and maintain adequate labor support to carry out weatherization activities; <br />and (3) the submission of required financial and program reports when due. <br /> <br />(A) No Subcontractor shall be funded until (1) it has proper administrative and <br />support <br />mechanisms to effectively implement the weathedzation program; this shall include, <br />but not be limited to supervisory personnel, adequate storage facilities, labor; (2) it <br />has expended its current allocation, or has insufficient funds to continue Program <br />activities; and (3) all required reports have been submitted to the Subgrantee. The <br />Subcontractor agrees that performance based on the above conditions is of the <br />utmost <br />importance and further that failure to meet the conditions of Part III, Sections 5 and 6, <br />as determined by the Subgrantee, shall be considered a breach of this agreement <br />and shall result in contract termination. Any unexpended funds shall be withdrawn <br />from the Subcontractor and redistributed to other program Subcontractors. <br /> <br /> Section 7: Training and Technical Assistance. The Subgrantee shall inform the <br />Subcontractor of Statewide conferences, seminars, or other instructional activities for the <br />Subcontractor for the purpose of training and on-site assistance in implementing the <br />Program. <br /> <br /> Section 8: Approach Lo Weatherization. The Measures Selection <br />Technique(MST) shall be used to determine weatherization measures necessary to <br />make eligible dwelling units more energy efficient. This MST shall be completed on <br />each unit certified for weatherization prior to actual work. <br /> <br /> Section 9: Final Inspection Prior to reporting a dwelling unit as complete, the <br />Subcontractor shall assure that a final inspection is performed and shall certify that <br />applicable work has been completed in a satisfactory manner and in accordance with <br />the priorities determined by the Measures Selection Technique. <br /> <br /> Section 10: Reweatherization The Subcontractor may reweatherize dwelling <br />units which were partially weatherized during the period September 30, 1975 through <br />September 30, 1985. The applicant must reapply for assistance and be re-certified as <br />eligible. The Subcontractor shall complete a Measures Selection Technique prior to <br />reweatherization and shall report those units separately. However, reweatherized <br />units will be counted as new completions. <br /> <br /> Section 11: Incidental Repair Incidental repairs will be permitted in order to make <br />weatherization measures more effective, and will still be limited to those repairs necessary <br />for the effective performance or preservation of weatherization materials.
