i SAARUS COUll J

NORI~ CAROHNA

Memo
To: Board of Commissioners ~'~/~/
From: John D. Day, Deputy County Manager
Date: September 13, 1999
Re: Y2K Update, Request for Generators

Attached for your information is an update on the county's Year 2000 readiness
preparations from Dave Hunter, emergency management planner.

As Dave mentions in item number 4 of his memo, the benefits of the Y2K readiness
preparations will extend well beyond the first week of January, 2000; a very important
element of these preparations has been the development of contingency/emergency
operations plans for each department. These plans can be used in the event of any
emergency or disaster.

As you would expect, emergency power generation is a critical part of the contingency
plans. Dave discusses some deficiencies and opportunities in this regard in item number
3(c) of his memo. The mounting of two generators on trailers he mentioned can be
accomplished for $12,000, including necessary modifications and some repairs. One of
the generators was previously used at the Sheriff's Department (it was replaced by one
with a larger capacity earlier this year) and the other was used by the former county
utility department.

A budget amendment for $12,000 is attached. I request its approval so that these two
generators can be made mobile and operational.

Another related item is the new fleet maintenance facility, which is under construction.
The electrical plans do not allow for the use of an emergency power generator. Since this
facility is crucial to the provision of public safety services, appropriate wiring
modifications should be made for generator use. It is more cost effective to make these
modifications now rather than after the building is completed. To that end, I request
approval of a second budget amendment (also attached) for $11,000.

One of the generators mentioned above can be used at the fleet maintenance facility as
needed while a more comprehensive approach is evaluated.
