ICASARRUS COUNTYJ

NORTH CAOOtlNH

Memo

To: Board of Commissioners

From: David P. Hunter, Y2K Working Group

Date: 10 Sep 99

Re: County Y2K Preparations

1. Purpose. To provide an update on current County Y2K preparations.

2. Overview.

a. Cabarrus County government continues its preparations for the year 2000 transition. All
departments are involved in this effort and are working as one team to ensure that business functions
will continue through the transition. In the event of Y2K-related problems, the departments are
preparing contingency plans to continue services until normal operations can be restored. The
projected date for county departments to be Y2K ready is 1 Nov 99. With the exception of some
information technology (IT) systems, the departments should meet that requirement. Some IT systems
and software will not be Y2K-ready until 1 December.

b. The county has developed a set of basic milestones to implement the county Y2K Operations
Plan. The Awareness and Assessment phases of our preparations are complete. We began the
Remediation phase on 1 June 99, which will conclude on 30 Sep 99. The Validation phase, the testing
of new systems and equipment, will commence on 1 Oct 99 and conclude on 31 Oct 99. The
implementation phase, the daily use of Y2K-ready systems, will begin on 1 Nov 99. Contingency
planning will continue through 1 Jan 00.

3. Issues

a. IT Systems. Much work is underway to prepare county IT systems (equipment and software)
for the year 2000. The repair and replacement of the computer systems will not be completed by the 1
Nov 99 target date. Earlier problems with some MUNIS sof~ware and attempts to find solutions to
those problems has delayed transition to other Y2K-ready systems. All systems are scheduled for
completion and validation by 1 Dec 99.

Department of Emergency Management

PO.
