ICABARRIIS NORT~ CAROtlNA MEMORANDUM To: Board of Commissioners Date: August 3, 1999 Re: County Parking Lots Public/Employee Parking Policies Attached is a graphic numbering County owned parking facilities in downtown Concord (1-10) and listing the approximate number of spaces in each lot. The purpose of this memo is to detail issues, options, make recommendations and seek direction. While all elements as outlined in this memo need not be addressed specifically at this time, it is appropriate to consider the impact of any action taken in hopes of maintaining consistency. History and General Lot Usage Lots 5, 6 and 7 (Government Center) were made available when the building was constructed. The Basement level is controlled access and has 63 spaces reserved for County staff. The Garage level is open access and contains 95 spaces with 43 +/- spaces provided for County staff and 52 +/- spaces provided for public usage. County staff pays $1 O/month to use either level. Basement level parking availability is based on staff position, seniority and after hour access. Public spaces are available without monitoring and are routinely used by those doing business in the Government Center, Courthouse or downtown Concord. Often, staff reserved spaces are occupied by public visitors and some County staff may use the general public spaces without paying the monthly parking fee. Lots 3 and 4 are used by Sheriff's department and court employees. Lot 8 is at the Board of Elections. Lots 1 and 2 are used by assigned courthouse employees, City of Concord staff and the public doing business at the County, City and in downtown Concord.
