MEMORANDUM <br />August 3, 1999 <br />Page 2 <br /> <br />Lot 10 is used by a few County employees, employees of the Telephone Company, the post <br />office, the bank, other downtown businesses and the general public. Citizens reporting for jury <br />duty also are advised that this lot is available for their use. <br /> <br />Lot 9 is the unpaved lot that we are in the process of developing in conjunction with the City of <br />Concord. It is used by County employees, adjacent businesses and the public doing business at <br />either the Government Center or the courthouse. <br /> <br />The Costs of Parking <br /> <br />Land acquisition costs, which vary over time and need to include the demolition costs of <br />buildings if applicable, amount to only about half of the costs associated with providing parking. <br /> <br />Based on rough estimates, parking spaces cost between $2,500 and $5,000 for surface lot spaces, <br />and $8,000 and $12,000 for garage spaces, plus the cost of land and demolition. <br /> <br />The County has the equivalent (in today's dollars) of $3 million in surface lots and another $2 <br />million in garage parking. Other than the monthly parking fees paid by County staff and a <br />limited number of leased spaces (10 or 12), these spaces are made available without costs to <br />those using them. <br /> <br />Future Needs <br /> <br />As the County has focused its administrative operations, the jail, Sheriff and courts in downtown <br />Concord, parking has become an issue. Expansion of courts and court related facilities will place <br />further demands on parking facilities that wilt be difficult and expensive to resolve. <br /> <br />Other than local zoning regulations related to building occupancy, I am unaware of any legal <br />requirement for the County to provide parking. Employment issues and public service access do <br />dictate the County assumes some responsibility for providing adequate parking. However, the <br />County holds no liability for providing parking for general public/business uses not directly <br />linked to County supported operations. (We own no lots in Kannapolis, Mt. Pleasant, or <br />Harrisburg.) <br /> <br /> <br />
