MEMORANDUM
August 3, 1999
Page 3

Additional Parking Options/Alternatives

County staff has evaluated the further expansion of Lot 9 located on Corban Avenue. The
School System holds title to the land next to Lot 9. It is an abandoned former school site. It
has been evaluated for further use of the building and historical significance. Although some
may disagree, the existing building on the site (actually three small buildings connected by
an enclosed entry) holds little historical value. Research reveals the original structures were
destroyed by fires and replaced, added to until as now standing.

Evaluation by an architect/builder puts restoration costs (exclusive of ADA and public access
issues) at approximately $650,000 for the total of 8584 SF.

Options could include: (A) Leave the existing building allowing for about 30 parking spaces to be added to Lot
9.
(B) Demolition of the building allowing for about 120 additional spaces.

There is a public cemetery adjacent to the site and access to that area would need to be
preserved. If (B) is pursued, bricks from the old structure could be used to create some sort of
historical recognition of the property (Gazebo, etc.) and if designed properly preserve the
existing trees to create a more aesthetic parking area. (The County may already retain liability
for maintenance/preservation of the cemetery under existing law.)

IF the building is to remain (unused), it needs to be secured from vandalism and possible fire.

City and County staff have had continuing dialog regarding a possible parking garage to be
located on Lots 1 and 2. City budgets (FY 2000) have provided funding to initiate further
land acquisition to square off the parcel.
