MEMORANDUM <br />August 3, 1999 <br />Page 4 <br /> <br />The City and County could share ownership and expense of constructing the parking garage. It <br />is estimated that 610 spaces could be created at a cost estimated at $6 million. This would be an <br />addition of 487 spaces above the existing 123 on Lots 1 and 2. It would make best use of the <br />land area and maximize parking potential. <br /> <br />This project represents the best approach to providing public parking near the Courthouse - Jail <br />facilities. <br /> <br />Further expansion of surface lots can be pursued on properties not now owned by the County. <br />This approach continues to remove properties from the tax rolls and negatively impacts <br />opportunities for small business dex elopment in downtown Concord. This course of action is <br />dependent on the availability of property in areas close to County facilities. <br /> <br />Controlling Parking Access <br /> <br />Making sure parking is available for the public doing business in County facilities and for <br />County employees remains difficult. The only controlled access parking in current use is the <br />basement of the Government Center. Some further use of controlled access parking could be <br />pursued in conjunction with other measures. We may want to consider a parking fee system to <br />offset the cost of providing and maintaining parking lots. (Some County employees now pay for <br />daily parking). <br /> <br />Without control measures, it will be difficult to assure that those doing business at County <br />facilities or County staff will have parking available when required, regardless of how many <br />parking lots the County builds and maintains. <br /> <br />Overview <br /> <br />An important element in addressing these issues is that i_f County facilities remain in downtown <br />Concord as the County grows, parking (public and staff) will be a significant limitation. As we <br />address these issues, a long-term perspective should remain in the forefront. <br /> <br /> <br />
