[CABARRUS COUNTY I
Memo MOIITH CAROLINA

To: Board of Commissioners
From: John D. Day, Deputy County Manag
Date: September 13, 1999
Re: U.S. Environmental Protection Agency Sustainable Development Challenge
Grant

The FY 00 budget includes $25,000 as the county's share of a county-wide parks and
recreation plan to be prepared with the cities of Concord and Kannapolis. During the
course of discussing how to proceed with the planning process, Adam Hines, of the
Cabarrus Health Alliance Cardiovascular Health Program, identified a grant from the
EPA that would provide for a much more comprehensive plan.

The grant provides up to $250,000 and requires a 20% match. The three jurisdictions
have already reserved enough money (for the county-wide parks and recreation plan) to
leverage the entire $250,000.

A more thorough explanation is provided in the attached memorandum from Adam
Hines.

The Concord City Council approved participation in the grant proposal at their meeting
on Thursday, September 9. Please consider allowing Cabarrus County to join in this
venture.

Please contact me if you have any questions.

Office of the County Manager

PO. _~ox 707 · Concord.
