The group felt that such a plan is needed for incorporation into the Unified <br />Development Ordinance and that they needed financial and technical assistance in planning, engineering, <br />and the implementation of this plan. <br /> <br />The Sustainable Development Challenge Grant (SDCG) program represents a great opportunity for the <br />group to obtain funding to develop this plan for parks and recreation, open space, green-ways, <br />bikepaths/lanes, etc. The SDCG program is a grant program of the Environmental Protection Agency <br />from which a group can request up to $250,000 for use in such planning efforts. The program emphasizes <br />investing in a sustainable future that links economic prosperity, environmental protection, and community <br />well being. The program is a matching program which requires a 20% non-federal match of dollars or in <br />kind services ($62,500 total would be needed if the entire $250,000 is requested). The group would like <br />to use the existing funding ($25,000 pledged from each of the three governments) to leverage funds from <br />the EPA through the SDCG. If we secure an award from the SDCG program, the money would be used <br />to develop a county wide parks and recreation, open space, bikepath, greenway master plan. This grant <br />would be used for, among other things, determining future placement of sites for incorporation into the <br />UDO, setting priorities or procedures for land acquisition and development, technical consulting, <br />community assessment of desires and acceptance of the plan, selection and construction of several multi- <br />jurisdictional greenway implementation projects, and identifying possible funding sources for future site <br />development. <br /> <br />The proposal would be due the 29th of September 1999, and if our proposal is accepted, funding would be <br />announced April of 2000. Funding would then be available beginning July I of 2000. The grant funding <br />is for a three-year period. <br /> <br />Our request is that the city councils/managers and county commissioners/manager give fomml approval to <br />the group in submitting a proposal to the Sustainable Development Challenge Grant program. In doing <br />so, we would need a letter of commitment by the 25th of September stating the commitment of the <br />$25,000 to be used as a portion of the 20% match for the development of this master plan.
