5. Family can receive once every three (3) years, except where the <br /> family's crisis situation has been brought about by documentable <br /> extenuating circumstances that are beyond the control of the <br /> family (e.g., a death, fire, loss of job from plant closing, etc.). <br />6. Family is required to receive budgetary counseling as a part of <br /> benefit. <br />7. All income will be counted in detmmining eligibility. <br />$. Eligibility will be based on 110% of the Poverty Level. <br />9. Program will begin 7/1/98, and last until money is exhausted. <br /> 10. Base period is actual income in month prior to application. <br /> <br />One-Time Services/Payments Available Through EA: In addition to the <br />present services/payments available through EA, we will also make the <br />following one-time services available: <br />· A one-time dental expense to enhance employability <br />· A one-time child care expense to assist with employment or mandatory <br /> substance abuse assessments or treatments. <br />· A one-time start up cost for an automobile, such a~'title and tag, lack of <br /> which prohibits employment <br />· A one-time transportation expense for employment related situations <br /> deemed emergencies. <br /> Note: Workers will make referrals to other agencies for additional help <br /> to supplement the EA benefit. <br /> Tracking: Cabarrus will track EA expenditures in the following <br />manner: we have a spread sheet in Access, all requests for EA go through <br />one individual who enters this on the spread sheet. This is made available <br />to staff on the Public Server, and makes all workers aware of who received <br />and how much they received. <br /> <br />X. Funding Requirements: <br /> <br />(See the attached "Budget for County Work First Plan). <br /> <br />XI. Innovative County Strategies: <br />A. In FY's 1998-2000, Cabarrus County will use Work First transportation, <br />participation money, and DOT transportation money to be used to help in <br />contributing to families' self-sufficiency.
