Any changes to the plan,
prior to the preparation of the design development phase, shall be submitted in writing to
the Consultant prior to starting the next step of the design process.

The consultant will perform a Phase one wetland evaluation on the subject site to identify
areas that potentially meet the definition of wetland as specified in the Army Corps of
Engineers Wetland Delineation Manual, 1987. In addition, the consultant will collect and
review existing site plans, property boundary maps, National Wetland Inventory (NWl)
maps, NRCS Soil Survey Information and other available information pertaining to the
site. The consultant will prepare a letter report of the findings, identifying on available
site maps those areas that may be classified as wetlands. The report will outline
additional considerations necessary to comply with applicable regulations if the site is to
be developed. In addition, the consultant will submit a permit to the Army Corps of
Engineers for the proposed stream crossing and culvert pipe design for the park access
road to phase one.

The consultant will perform and coordinate two soil boring tests to evaluate the
subsurface conditions for the phase one park development. Soil boring locations shall be
determined and located in the field as agreed upon by the Woolpert and the owner.

Development Phase

Based on the previously approved planning documents, the Consultant shall prepare, for
approval by the Owner, the design development documents consisting of drawings,
outline specifications, and other documents to fix and describe the size and character of
the proposed improvements. The construction document plans will be drawn at 1" = 50",
or other appropriate scale as necessary, and will show the final layout of all facilities
including the general layout plan, preliminary grading, and any landscape design. The
pre-engineered shelter layouts will be drawn at 1/4" = 1'-0", or other appropriate scales as
necessary.

The Consultant will prepare an updated Opinion of Probable Construction Cost
associated with the proposed improvements. These deliverables will be based on more
detailed information provided by the design development documents and on current unit
costs for the area.

At intervals appropriate, to the progress of the design development phase, the Consultant
will schedule a single meeting with the Owner to review the documents and visit the site
to field check the design. The Consultant prior to each meeting will provide one (1) set
of documents to the Owner.

Upon completion of the review session, the Owner shall provide to the Consultant a
written statement of their comments and possible revisions to be made by the Consultant.

The Consultant will address all the review comments of the Owner and make the
necessary revisions to the design development documents before moving on to the
construction document phase of the project. The Consultant shall submit three (3) sets of
the site plan layout documents to the Owner, for final review and comment.

Woolpert
9/9/99

Professional Service Agreement
Cabarrus County, NC

8 ps^o3/99
