Day, Deputy County Manager <br />October 12, 1999 <br />Omnibus Proposal <br /> <br />There are a few simmering issues, related in varying degrees, that should and can be addressed in <br />a comprehensive manner. Affected are the departments of Parks and Recreation, Planning <br />Services and Development Services, and Cabarrus County Schools. The following three sections <br />describe the issues and offer proposals in which resolution can be achieved. <br /> <br />I. County and Schools Grounds Maintenance <br /> <br />In January, 1999, the Property Maintenance Division of the Parks and Recreation Department <br />assumed responsibility for grounds maintenance at the two local school systems. The <br />Commissioners included funding for this program in that division's budget in FY 99. This <br />responsibility involved managing contractors hired to provide mowing and turf improvement <br />services and providing landscaping services with in-house staff. <br /> <br />Beginning in FY 00, funding for school grounds maintenance was shifted to Cabarrus County <br />Schools, as a part of the consolidated school maintenance program approved by the <br />Commissioners and the two school boards. <br /> <br />Discussions with school administration have revealed they have no staff members with the <br />expertise or single task responsibility to manage the existing mowing and turf improvement <br />contracts and provide landscaping services. Consequently, they are considering staffing such a <br />position. <br /> <br />Proposal: <br /> <br />Transfer the county's Property Maintenance Division to Cabarrus County Schools.' The county <br />would continue to fund the operation, but the five county staff would become employees of <br />Cabarrus County Schools.
