Functionally, the operation would work just as originally intended in FY 99; the only difference <br />is that the Property Maintenance Division would be a part of Cabarrus County Schools, rather <br />than Cabarrus County government. <br /> <br />II. Insufficient Office Space for Planning Services and Development Services <br /> <br />Reorganization (which added fire inspections, the fire marshal and emergency management), <br />new programs (erosion control), and additional employees brought on to meet increased demand <br />for services due to expanded construction growth in the county has resulted in insufficient office <br />space for Planning Services and Development Services. <br /> <br />Existing staff are without adequate work spaces; some do not have desks or appropriate records <br />storage as a result. The matter is also impacted by the number of developers, contractors and <br />citizens being serviced in the same area. This condition will worsen as the county grows and <br />staffing demands increase. <br /> <br />Proposal: <br /> <br />Move the Planning Services Department to the area currently occupied by the Parks and <br />Recreation Department (some renovation will be required). <br />Expand Development Services into the area currently occupied by Planning Services (no <br />renovation required). <br />Move the Parks and Recreation Department to the vacant space in the county-owned <br />EDC building on a temporary basis (see section III). <br /> <br />This will provide sufficient space for Planning and Development Services for several years. <br /> <br />III. Re-evaluate the Mission of the Parks and Recreation Department <br /> <br />Some years ago, the Board of Commissioners decided the Parks and Recreation Department <br />should become more "facilities oriented" and less "program oriented." To some extent that has <br />happened, to some it has not. <br /> <br />A good example is youth athletics, where the department has become a coordinator, rather than a <br />programmer. The many youth sports associations across the county have stepped in and <br />performed excellently. <br /> <br />On the other hand, there are still many programs and classes offered through the department. In <br />some cases, similar programs are offered by the City of Concord Parks and Recreation <br /> <br /> <br />
