Automatic External Defibrillator Purchase Project <br /> <br />Project Proposal <br /> <br />Introduction and Background <br /> <br />It is difficult to pick up a newspaper, watch the evening news, or just watch <br />entertainment TV wilhout reading about or seeing a defibrillator being used to zap <br />someone back to life. These devices have been available to Advanced Life <br />Support (ALS) Emergency Medical Services (EMS) providers for some years. <br />However, this year the North Carolina Board of Medical Examiners has <br />declassified the use of an Automatic External Defibrillation (AED) as a medical <br />act. In terms of Emergency Medical Services (EMS) this act has opened the way <br />to put theses devices in the hands of First Responders. First Responders are <br />members of local fire departments, police departments, and rescue squads who <br />usually arrive prior ALS EMS providers. Now these First Responders can use an <br />A. ED to help save lives in the frrst critical minutes of Cardiac Arrest. As a local <br />example, during this year's spring race at Lowe's Motor Speedway an AED was <br />used by a North Carolina Highway Patrol officer to save the life of a race fan in a <br />remote parking area. <br /> <br />Governing Body <br /> <br />The Cabarrus County First Responder Advisory Board is an association with lhe <br />purpose of directing and nurturing the county First Responder organizations. It is <br />made up of the member organizations listed below as well as representatives from <br />Cabarms County EMS, North Fast Medical Center, and Rowan-Cabarms County <br />Community College who give leadership and direction to the member <br />organizations. <br /> <br />1.
