Board of Elections

The Cabarrus County Board of Elections uses PBCHID Tabulators to store and calculate
election results on the day of each election. One PBCIXID Tabulator is used per precinct.
New PBC1HD tabulators cost approximately $7,500.00 each. However, Election System
and Sol, ware, has ceased making the tabulators so we are having to buy them whenever
another county puts them up for sell. Election System and Sot~vare is still maintaining
and servicing the tabulators but at some point, they will stop making parts.

There is a possibility that Forsyth County Board of Elections will be selling over I00
PBCIHD tabulators sometime this year or in 2000. Rutherford County is also in the
process of getting new voting machines in the near future.

The Caharrus County Board of Elections initially bought our present PBCIIID tabulators
in late 1989. The Board would like to continue operating the PBCmT~ tabulators for the
next 5 to 8 years or as long as possible due to the paper4rail it affords, the voters easy
application of the system and the knowledge that in eight years voting systems will be
more advanced. We have 42 precincts at this time (counting the absentee precinct and
one-stop precinct) and 43 tabulators. One is used as a hack up in case of an emergency.

The Board would like to purchase 25 additional tabulators, as soon as they become
available fi.om another county at $4,000.00 each. We have, in our budget this year, funds
for 3 tabulators at $7,500.00 each ($22,500.00). As soon as we are able, we will need to
split the following precincts due to an unusually high number of registered voters:

P1-B3 (First Union Bank, Harrisburg)
P2-B2 (Concord Fire Station #5-Pitt)
P8 (Mt. Pleasant Lion Hut)
T10 (Midland Fire Station)
P12-B9(National Guard Armory)

2,793 registered voters
3,767 registered voters
3,209 registered voters
3,089 registered voters
3,293 registered voters

The Western part of the county is growing at such an accelerated rate that within that five
to eight years there will be many more splits, and if Election System and SoRware
discontinues making the parts we can use the additional tabulators for parts.
