Lagano, AICP
Senior Planner
Planning Services Division
P.O. Box 707
Concord, NC 28026-0707

Dear Mr. Lagano:

We have reviewed the preliminary plat for Rocky Meadows Subdivision located on Rocky River
Road near the Rocky River. This site is located in the Rocky River Elementary School, J. N. Fries Middle
School, and Central Cabarms High School attendance areas. Rocky River Elementagt School h,ss a core
capacity of 1000 with an enrollment of 899. We will propose moving approximately 80 students to the new
Harrisburg replacement school when it opens in the 2000-01 school year. This is to make space available
for the students moving into residences that have already been approved in the Rocky River auendance
area. J. N. Fries Middle School and Central Caharrus High School have been capped since June 30, 1998.
The core capacity at J. N. Fries is 839 with an enrollment of 1238. Central Cabarrus has a core capadty of
1500 with an enrollment of 1523. New middle and high school students in this area are being capped to
Concord MAddle and High School.

The Rocky Meadows Subdivision will generate approximately 85 students. While this will not
adversely impact the capacity at Rocky River, it will certainly add to our growth issues when you consider
the total approved lots in this attendance area that have not been built out. The completion
of a new high school on Pitts School Road within the next two years will resolve the issue of high school
capacity. However, the middle school situation is very critical at the present time. Therefore, we
respectively request the Planning and Zoning Commission deny this subdivision antil adequate facilities are
in place to accommodate the growth generated by these new homes.

Thank you for allowing us to review new subdivisions and to provide you with updated
intbrmation concerning the capacity and enrollment of die above mentioned school&

Transportation Director

RCK

cc:

Dr. Harold Winkler
Mrs. Jessie Blackwelder
Mr. Leonard Campbell

An Equal
Opportunity Employer
