BOARD OF COMMISSIONERS <br />Monday, November 15, 1999 <br /> <br />Staff Use Only: <br /> Appro'<d: <br /> <br /> Dcnic(l: <br /> Tabled: <br /> <br />At build-out, this subdivision may add approximately 85 (142 lots x .60) <br />children to the Cabarrus County school system. Please see Exhibits 2 and 3 <br />for information pertaining to the addition of children to the school system. <br /> <br />This subdivision would be served by Rocky River Elementary, J.N. Fries <br />Middle, and Central Cabarrus High schools. According to Exhibit 2, there is <br />a minimal amount of capacity left in Rocky River Elementary while J.N. <br />Fries and Central Cabarrus schools have been capped since June 1998.. <br /> <br />WSACC and Mr. Humphrey have tentatively entered into an <br />agreement (See Exhibit 5) where the latter would donate all 23 acres on <br />the western side of Rocky River Road to WSACC for its pump and <br />booster stations. In return, Mr. Humphrey would be eligible to transfer <br />the development rights of the 23 acres to the remainder of the parcel on <br />the eastern side of Rocky River Road. In addition, WSACC would <br />contribute $500 per lot towards advancing school adequacy. <br /> <br />PZC Action: <br /> <br />On Thursday, October 21, 1999, the Cabarrus County Planning and Zoning <br />Commission VOTED 8-0 TO DENY the preliminary plat for the Rocky <br />M6adows development for the following reason: <br /> <br />The proposed development does not meet the adequate public facilities <br />provision of the Cabarrus County Subdivision Ordinance (Section 66-81). <br />Specifically, the Cabarrus County School District does not have adequate <br />facilities at this time to serve the estimated number of students who would <br />be generated by the proposed development. <br /> <br />Staff Recommendation: <br /> <br />Planning staff recommends that the preliminary plat for Rocky Meadoxvs <br />subdivision be DENIED until such time that school facilities are adequate to <br />serve the expected number of students generated by this proposed <br />development, unless the Board decides WSACC's offer is adequate enough <br />to advance school capacity. <br /> <br />This recommendation is based on the fact the school system cannot <br />adequately handle the additional students at this time. <br /> <br /> Page 3 of 3 <br />Rocky Meadows <br /> <br /> <br />
