325 DRAF¥ Mr. Jim Robinson, General Manager of Southeastern Packaging Company, thanked the County and the Town of Harrisburg for their assistance with the proposed project. He responded to questions by the Board. There was brief discussion regarding the Southeastern project, the construction of the new rail spur and the company's plans to employ eleven (11) additional employees. ~IPON MOTION of Commissioner Privette, seconded by Commissioner Casper and unanimously carried, the Board adopted the following Resolution Resolution No. 1999-21 RESOLUTION IN SUPPORT OF SOUTHEASTERN PACKAGING COMPANY TO EXPAND ITS MA/~JFACTURING FACILITY IN THE TOWN OF ~L~RRISBURG, NORTH CAROLINA WHEREAS, SOUTHEASTERN PACk,AGING COMPANY is considering expanding its manufacturing facility in the Town of Harrisburg, North Carolina; and WHEREAS, SOUTHEASTERN PACKAGING COMPANY expects to invest $22 million in real estate, machinery and equipment; and WHERFJ%S, SOUTHEASTER/~ PACKAGING COMPANY currently employs 121 people and expects to employ at least 11 additional persons when the expansion is completed; and WHEREAS, the expansion of SOUTHEASTERN PACKAGING COMPANy will further enhance the industrial railroad service in CABARRUS COUNTY; NOW, THEREFORE, BE IT RESOLVED that CABARRUS COUNTY supports the expansion of SOUTHEASTERN PACKAGING COMPLY in CABARRUS COUNTY, and welcomes SOUTHEASTERN PACKAGING COMPANY'S expanded presence in North Carolina and; THEREFORE, BE IT FURTHER RESOLVED that THE CABARRUS COUNTY BOI~RD OF COMMISSIONERS endorses the Company's application to the North Carolina Department of Transportation for a Rail Access Grant to help fund the lead track to serve the company's expanded Harrisburg facility. Bonds Clerk to the Board Rgqu~s~ for $1$0,~Q0.~Q in Financial Suooort for the "Partnership for Tomorrow# IDi~ia~iv~ S~nsored by the Cabarrus Re=ional Chamber of Commerce - Alex Rankin Mr. Alex Rankin, Chairman-Elect of the Cabarrus Regional Cha~oer of Commerce, presented the request for financial support for the Partnership for Tomorrow initiative sponsored by the Chamber. He reviewed the following four strategies of the program totaling $2,350,000.00'over the next five years. (1} Workforce Development and Education Work closely with the public school system and area colleges to ensure that the current and future labor needs of the Cabarrus region's business and industry are met - $350,000.00; (2) Marketing and Business Development - Work with the City and County as well as local and state economic development agencies to aggressively recruit new non-industrial businesses to the area $450,000.00. (3) Transportation Management - Work with regional partners to open the Cabarrus region to ingress and e~ress through expanded rail, air and land transportation corridors - $50,000.00. (4) New Chambers Headquarters Facility ~ House the merged Cha~er along with the Convention and Visitors Bureau, a Cabarrus Visitor's Center and a Small Business Center - $1.5 million. Mr. Rankin presented a video explaining the Partnership for Tomorrow initiative and its benefits to the community. He asked the Board to approve the allocation of $30,000.00 per year for a total of $150,000.~0 over the next five years for Partnership for Tomorrow. Further, he stated the Board may designate its funding to any component of the Partnership for Tomorrow program. Commissioner Carpenter made a motion to allocate $8,000.00 to help fund the Transportation portion of the Partnership for Tomorrow program and to look at the funding again next year. The motion died for a lack of a second.
