325 <br /> <br />DRAF¥ <br /> <br /> Mr. Jim Robinson, General Manager of Southeastern Packaging Company, <br />thanked the County and the Town of Harrisburg for their assistance with the <br />proposed project. He responded to questions by the Board. <br /> <br /> There was brief discussion regarding the Southeastern project, the <br />construction of the new rail spur and the company's plans to employ eleven <br />(11) additional employees. <br /> <br /> ~IPON MOTION of Commissioner Privette, seconded by Commissioner Casper <br />and unanimously carried, the Board adopted the following Resolution <br /> <br /> Resolution No. 1999-21 <br /> RESOLUTION IN SUPPORT OF <br /> SOUTHEASTERN PACKAGING COMPANY <br /> TO EXPAND ITS MA/~JFACTURING FACILITY <br />IN THE TOWN OF ~L~RRISBURG, NORTH CAROLINA <br /> <br />WHEREAS, SOUTHEASTERN PACk,AGING COMPANY is considering expanding its <br />manufacturing facility in the Town of Harrisburg, North Carolina; and <br /> WHEREAS, SOUTHEASTERN PACKAGING COMPANY expects to invest $22 million <br />in real estate, machinery and equipment; and <br /> WHERFJ%S, SOUTHEASTER/~ PACKAGING COMPANY currently employs 121 people <br />and expects to employ at least 11 additional persons when the expansion is <br />completed; and <br /> WHEREAS, the expansion of SOUTHEASTERN PACKAGING COMPANy will further <br />enhance the industrial railroad service in CABARRUS COUNTY; <br /> NOW, THEREFORE, BE IT RESOLVED that CABARRUS COUNTY supports the <br />expansion of SOUTHEASTERN PACKAGING COMPLY in CABARRUS COUNTY, and welcomes <br />SOUTHEASTERN PACKAGING COMPANY'S expanded presence in North Carolina and; <br /> THEREFORE, BE IT FURTHER RESOLVED that THE CABARRUS COUNTY BOI~RD OF <br />COMMISSIONERS endorses the Company's application to the North Carolina <br />Department of Transportation for a Rail Access Grant to help fund the lead <br />track to serve the company's expanded Harrisburg facility. <br /> <br />October 18, 1999 <br />/s/ Arne L. He reviewed the following four <br />strategies of the program totaling $2,350,000.00'over the next five years. <br /> <br />(1} Workforce Development and Education Work closely with the <br />public school system and area colleges to ensure that the current and <br />future labor needs of the Cabarrus region's business and industry are <br />met - $350,000.00; <br />(2) Marketing and Business Development - Work with the City and County <br />as well as local and state economic development agencies to <br />aggressively recruit new non-industrial businesses to the area <br />$450,000.00. <br />(3) Transportation Management - Work with regional partners to open the <br />Cabarrus region to ingress and e~ress through expanded rail, air and <br />land transportation corridors - $50,000.00. <br />(4) New Chambers Headquarters Facility ~ House the merged Cha~er <br />along with the Convention and Visitors Bureau, a Cabarrus Visitor's <br />Center and a Small Business Center - $1.5 million. <br /> <br />Mr. Rankin presented a video explaining the Partnership for Tomorrow <br />initiative and its benefits to the community. He asked the Board to approve <br />the allocation of $30,000.00 per year for a total of $150,000.~0 over the <br />next five years for Partnership for Tomorrow. Further, he stated the Board <br />may designate its funding to any component of the Partnership for Tomorrow <br />program. <br /> <br /> Commissioner Carpenter made a motion to allocate $8,000.00 to help fund <br />the Transportation portion of the Partnership for Tomorrow program and to <br />look at the funding again next year. The motion died for a lack of a second. <br /> <br /> <br />
