330 <br /> <br />DRAFT <br /> <br />of a Zoning Compliance Permit and subsequent notification that an Elevation <br />Certificate was required to establish flood elevation. She reviewed the <br />expenses incurred in raising the home from three fe~ to seven feet and <br />advised it would cost approximately $20,615.00 to underpin the mobile home <br />with a masonry foundation cover. Stating that the County's negligence in <br />issuing the zoning permit had caused them to incur additional expense, Mr. <br />and Mrs. Sorrow asked for reimbursement of $31,844.30, including the <br />estimated cost for the underpinning. <br /> <br /> Mr. Clifton and Mr. Mike Downs, Development services Director, <br />responded to questions regarding events associated with the placement of the <br />Sorrow's mobile home. Mr. Downs pointed OUt that staff had notified the <br />Borrows of the required Elevation Certificate as soon as they learned from <br />the Sorrow's insurance company that the property was located in a flood <br />plain. Further, he stated it had been the Borrow's option to proceed with <br />the placement of the mobile home prior to completion of the survey. <br /> <br /> Mr. Hartsell advised that the Borrow property was annexed into the City <br />of Kannapolis on July 1~ 1999. <br /> <br /> Vice Chairman Fennel requested that additional information be assembled <br />regarding Mr. and Mrs. Borrow's complaint and given to the County Attorney <br />for review. This issue should be resolved at the next Board meeting on <br />November 15. <br /> <br /> Ms. Marti Soltis questioned the purpose of the Board's scheduled closed <br />session. She asked if the Board planned to authorize the purchase of <br />property or to accept the recommendation from the School Board regarding <br />proposed school sites. <br /> <br />REPORTS <br /> <br />Coddle Creek Dam - Dam Safety Inspection <br /> <br /> The Board received a report from Mr. Blair Bennett, Deputy County <br />Manager for Administration, concerning a recent dam safety inspection of the <br />Coddle Creek dam. <br /> <br />CLOSED SESSION <br /> <br />To Consider the Acouisition of Real Property for School Sites as Authorized <br />by N.C. General Statute 143-318.11¢&) {5) <br /> <br /> UPON MOTION of Vice Chairman Fennel, seconded by Commissioner Carpenter <br />and unanimously carried, the Board moved to go into closed session as <br />authorized by North Carolina General Statute 143-318.11(a) (5) to establish, <br />or to instruct staff concerning the position to be taken by or on behalf of <br />the Board in negotiating the price or other material terms of a contract for <br />the acquisition of real property for school sites. <br /> <br /> ~PON MOTION of Commissioner Casper, seconded by Vice Chairman Fennel <br />and unanimously carried, the Board moved to end the closed session. <br /> <br />Prospective School Sites <br /> <br /> UPON MOTION of Vice Chairman Fennel, seconded by Commissioner Privette <br />and unanimously carried, the Board authorized the County Manager to spend up <br />to $50,000.00 for site surveys, engineering work and soil borings for <br />prospective school sites and authorized the appropriate budget amendments for <br />these expenditures. <br /> <br />Recess of Meetina <br /> <br /> There being no further business to come before the Board, Vice Chairman <br />recessed the meeting at 10:46 p.m. until 6:30 p.m. on Thursday, October 28, <br />1999, at Kramer and Eugene's for dinner with the Concord City Council. <br /> <br />Clerk to the Board <br /> <br /> <br />
